CHARITY RESPONSE TO REVIEW: The DAV Department of Minnesota recognizes the Charity Review Council's role in assisting Donors in evaluating Non-Profits that fulfill their mission. In prior years, the DAV accounting system did not allocate and capture "costs" or expenses by program. Certain year-end allocations were developed to report the "time" spent by departmental staff on various programs. However, certain major expenses of Office suplies, professional fees, Insurances, and non-cash depreciation expenses were not allocated to Programs. Certainly, much of the cost of professional fees were related to an enterprise or funding source referred to as the DAV Thrift Store. Rather than assess the "store" with additional expenses that would only further prove that that source of "funding" was deficient, the Adjutant and Board chose to just absorb such expenses within the Department where the funding for such expenses originated. The "thrift store" is now closed, and the enterprises are successful and are absorbing all direct and indirect (allocated) costs of their operations, such that future years will not penalize the "general and administration expense category" and the DAV will be able to prove that less than 30% of it's expenses are for "general and administrative purposes." | | | NON-CASH DONATIONS
